Transparent film fights weeds by a different mechanism than black mulch: it traps solar heat at the soil surface (solarization), pushing temperatures high enough to suppress weed germination, nematodes and soil pathogens for the weeks the film stays down, while warming the bed for early planting. That distinction is the honest core of the specification — transparent film is a seasonal treatment, not a season-long barrier, and crops needing light exclusion through to canopy closure are better served by opaque biodegradable mulches. In PBAT/PLA-based constructions, transparent films also carry the standard compostable-family evidence basis (EN 13432 / EN 17033-type testing, formulation dependent) and the same climate-dependent degradation caveats as any soil-placed biodegradable film.
